The Ministry of Public Security issues the National Technical Standard on Fire Fighting and Fire Prevention Equipment.

On December 28, 2021, the Minister of Public Security signed and issued Circular No. 123/2021/TT-BCA, promulgating the National Technical Standard No. 03:2021/BCA on "Fire Fighting and Fire Prevention Equipment". The Circular shall come into effect on June 28, 2022.

According to statistics, Vietnam has issued over 200 standards and regulations related to Fire Fighting and Fire Prevention Equipment, including more than 70 standards specifying technical requirements for fire-fighting vehicles and equipment.
However, some of these standards are outdated or do not align with the safety management and quality control conditions of fire-fighting equipment in Vietnam, thereby affecting the state's fire-fighting management efforts. Additionally, according to the provisions of the Law on Standards and Technical Regulations, national technical standards are mandatory, while non-national technical standards are not. Currently, Vietnam does not have a national technical standard specifically regulating fire-fighting and fire prevention equipment. Therefore, the issuance of Standard 03:2021/BCA helps ensure clear, transparent, and practical quality management of fire-fighting equipment in Vietnam.
The structure of the Standard consists of four sections, which define the requirements for technical characteristic limits, testing procedures, sampling of equipment for testing, sample retention, inspection methods, labeling regulations, and management of inspection activities for newly manufactured, assembled, modified, or imported fire-fighting and fire prevention equipment before being put into circulation in Vietnam.
