Issuance of National Technical Standards on Fire Safety for Buildings and Construction QCVN 06:2022/BXD.

On November 30, 2022, the Ministry of Construction issued Circular 06/2022/TT-BXD, promulgating the National Technical Standards on Fire Safety for Buildings and Construction, QCVN 06:2022/BXD.

These standards establish general requirements for fire safety in rooms, compartments, houses, and construction projects (referred to collectively as "buildings"). They also classify the fire properties of building materials, components, parts, and structures.

The scope of these standards applies to the following buildings and constructions:

  • Residential buildings: high-rise apartments and collective residential buildings with a fire protection height of up to 150m and no more than 3 basement floors; individual residential buildings with a height of 7 floors or more, or with more than 1 basement floor up to 3 basement floors; individual residential buildings combined with production or business activities where the production or business area occupies over 30% of the total floor area.
  • Public buildings with a fire protection height of up to 150m and no more than 3 basement floors (excluding places of worship, religious facilities, and heritage sites); outdoor sports venues with grandstands (stadiums, training fields, sports arenas, and similar facilities).
  • Manufacturing facilities, warehouses with a fire protection height of up to 50m and no more than 1 basement floor.
  • Infrastructure and technical utility supply facilities with a fire protection height of up to 50m and no more than 1 basement floor.
  • Transportation facilities serving transportation with a fire protection height of up to 50m and no more than 3 basement floors.
  • Agricultural and rural development facilities (excluding nurseries, greenhouses, and similar facilities).

For buildings falling into the fire hazard groups F1.2, F1.3, F4.2, F4.3, and mixed-use buildings with a fire protection height exceeding 150m or with 4 or more basement floors, additional technical requirements and fire safety solutions specific to those buildings must be complied with, based on applicable standard documents.

These standards apply to newly constructed buildings and constructions as mentioned in 1.1.2 or within the scope of the following changes: renovation, modification altering the function of rooms, compartments, or buildings; renovation, modification altering the means of escape for rooms, compartments, or buildings; renovation, modification increasing the fire hazard properties of building materials or reducing the fire resistance limits of structures and components; renovation, modification altering the fire hazard and explosion characteristics of rooms, compartments, and buildings, increasing their fire hazard properties; renovation, modification enhancing fire safety requirements for rooms, compartments, and buildings; renovation, modification of fire protection systems for rooms, compartments, and buildings; other renovation, modification cases as guided by the authority of the Firefighting and Rescue Police Department (Fire PCCC and CNCH).

This Circular is effective from January 16, 2023, and replaces Circular 02/2021/TT-BXD dated May 19, 2021, by the Minister of Construction, which promulgated QCVN 06:2021/BXD, the National Technical Standards on Fire Safety for Buildings and Construction.
